ABSTRACT
The author assumes that in the execution of foreign policy, there is a complex relationship between the key ideas and material forces, which configures the "behavior" of each State. In this context, the article examines Chilean and Bolivian foreign policy. The reforms developed by the government of President Morales would be pointing towards a new relationship with Chile, marked by a greater approach between the countries despite the presence of certain key ideas that do not coincide with the ones promoted by Chile.
