Abstract: An explanation in terms of the agency of God has the unique property of being such that if it is true, it cannot itself be explained further. There could not be a more ultimate cause of the existence of an everlasting omnipotent being; for if there is such a being any causes can operate only because he allows them to operate, and so the power of any other cause would depend on him. And if it is God who produces the fundamental regularities of nature, those regularities are indeed laws, divine laws.
